But there’s still <br><br>work to do to educate the services not involved yet<br>London, 21 November 2012: A selection of local <br><br>PSN representatives recently came together to <br><br>check out how Public <br><br>Services Systems (PSN) have evolved over the last 12 months and to talk <br><br>about their experiences of <br><br>your PSN journey.<br>Kcom, part of the KCOM Class, hosted a roundtable discussion with the House of Commons, which was <br><br>attended simply by <br><br>Lincolnshire County Council, East Midlands PSN (emPSN) <br><br>in addition to <br><br>Staffordshire County Council. Each of these councils has <br><br>spent the entire year procuring, implementing or building upon regional PSNs.<br>The last year is a huge year of rapid progress in a national level with your PSN Connectivity and Services <br><br>Frameworks in full <br><br>operation and PSN compliance arrangements now <br><br>in position. The <br><br>Cabinet Office reported until this has resulted in a few 40 on-going PSN pursuits across 300 organisations and <br><br>40 per cent of new telecommunications <br><br>agreements, in local Government, now being PSN compliant.<br>This significant progress has highlighted <br><br>numerous challenges that need <br><br>to get overcome in the <br><br>coming year so that you can help public sector bodies achieve the actual benefits that a <br><br>PSN is offering.<br>Five key learnings:<br>Remember to focus around the vision - The real important things about PSN are the <br><br>strong savings available through sharing the network; the service <br><br>delivery benefits result from collaboration between <br><br>public field <br><br>organisations. On top of cost savings there <br><br>are other benefits <br><br>for example the ability to support adaptable working and <br><br>share assets for example buildings. It was highlighted that there's a risk <br><br>of losing sight of such <br><br>visionary principles focusing more heavily about <br><br>the PSN Frameworks and <br><br>complying.<br>Collaboration is the important - The technical infrastructure and framework <br><br>is place and working <br><br>effectively, but the <br><br>success lies in public sector workers <br><br>thinking <br><br>and doing things differently. Only when all <br><br>organisations will work as a complete <br><br>team, addressing cultural, <br><br>political and technical concerns will the infrastructure end up <br><br>being fully exploited.<br>Applications - To take full advantage <br><br>of the <br><br>current infrastructure, there needs to be a <br><br>collective drive for more applications that could be <br><br>accessed on the PSN. Progress has been made of this type with the <br><br>introduction in the G-<br><br>Cloud contract. There was an agreement that there should be clearer <br><br>communications of what is available from whom through the PSN.<br>Open to all - Regional PSNs will only reach their full <br><br>potential <br><br>whenever they have all public sector services agreeable. Lead <br><br>organisations need to cooperate with vendors to make <br><br>sure <br><br>precisely what is offered is valuable to everyone <br><br>organisations, from police to <br><br>universities, no matter their <br><br>dimensions or service. Procuring <br><br>organisations must work hard to get their profile and promote the <br><br>services they <br><br>might offer. Those wishing to join should do their <br><br>homework so they really know what is available to them within <br><br>their area.<br>Widening the net of stakeholders - the achievements of <br><br>regional PSNs lies in its ability to <br><br>bring in investment from across numerous public sector organisations; <br><br>doing so will help to increase cost savings and venture. There is a risk <br><br>that this PSN Frameworks <br><br>are pushing <br><br>individual organisations to pursue their own <br><br>procurements rather than joining an existing PSN. This will <br><br>potentially duplicate spending rather than saving money, <br><br>going against the key principle of what PSN.<br>Afshin Attari, Director of Public Market & Public Services Systems at Kcom says: “Over the <br><br>past year, the PSN <br><br>landscape has really come of age and provided some <br><br>real benefits to the public <br><br>sector body and also the electorate. However, whilst some <br><br>counties are noticed that you see the benefits by now, there are <br><br>still numerous <br><br>challenges that will <br><br>should be overcome.
